NE Consult were appointed by the Department of Finance and Personnel to advise on the procurement of a contractor(s) to provide a comprehensive property management service undertaking planned preventative maintenance, reactive maintenance, and minor new works.

The property management pan government collaborative framework agreement covers over 2,000 government properties across Northern Ireland and has been tendered by the Department of Finance and Personnel on behalf of over 70 separate public sector organisations.

The properties range from the Stormont Parliament Buildings in Belfast to the water treatment works on the remote Rathlin Island. As well as advising on the contract strategy and preparing the tender and contract documentation, advice was also provided on preparation of the management and operating procedures, technical specifications, performance management, and incentivisation. The contract is based on the NEC3 Term Service Contract with Option A (Priced Contract with Price List).
